The CSS Creator Web site is a good place to start for the beginning CSS enthusiast. CSS has really taken itself into the mainstream over the several years since its release to the public from the W3C. While CSS isn't as solid as the good old font and table tags it does give you a LOT more flexibility in your Web site designs if you're willing to put up with the multitude of cross browser incompatibilities and intricacies. That's where having a good community of fellow CSS buffs comes into play. The CSS Creator Web site has a forum where you can interact with other CSS writers and get help when the light seems the darkest. Sometimes you just need a second set of eyes to squash that nasty bug that's been staring you in the face for the past 3 hours. The CSS Creator site also has a cool little menu builder that you can snag for use on your Web site as well as the more robust CSS Creator itself which lets you enter in all your parameters for your Web page and builds your CSS for you on the fly.
